As we know that ICT (Information and Communication Technology) is developing so fast, especially in the last two decades. ICT, which consists of voice, data, and other kind of communication, can integrate each other time by time. The integration rumor (usually called convergence) started in 1920’s when most people still analogize that data traffic is the same as transportation traffic. This is why most people in the time could not accept integrated communication.
An implementation of ICT convergence has started in 1990’s when a communication line can transmit and receive two kinds of service, voice and internet connection. In Indonesia, the phase has left ten years ago when most people still use dial-up modem to connect to the internet. Some examples of ISP (Internet Service Provider) in the phase, for instance, Telkom net instan, Centrin, and CBN. The second phase, communication system could integrate three kinds of communication, fixed phone, internet connection, and mobile phone. This phase existed in about five to ten years. Next phase, an evolution in ICT happened and the technology can integrate all communication services such as television, music, maps (GPS), events tickets, and all services in second phase.
Consequently, this phase’s technology has to have a broadband access and connected to all over the world. In this case, a wireless technology supports this phase is 4G. While a wireline technology supported by IP network (packet switched). The two technologies are having a wide bandwidth and large capacity. For example, 4G technology can transfer data faster, and certainly bigger (100Mbps), than the previous communication technology. This large capacity effects to the service that can brought by an operator or vendor.
The second consequence, a terminal or CPE (Customer Premise Equipment) has to synchronize to the existing technology in order to providing appropriate services to the user. It is the beginning implication in technology implementation. In other section, we can find social-cultural and economic implications caused by ICT convergence and its implementation.
In the future phase, most tiny services like SMS (Short Message Service) will be free of charge. An Ultra Wi-Fi (wireless broadband internet) service will also establish in next phase. It affects to economic section and ICT corporations in Indonesia. Although a technology can be put in this country after there is a regulation about it, new technologies usually shock the consumers. While the operators will compete in pricing, impulsive shopper’s behavior may be like usual.
The ICT evolution influences three factors such as lifestyle, business, and regulation. The three factors was changing very fast as we can see. For example, most people prefer play their gadget to read a book, operators were making price war each other, and government’s regulation was receiving many protest from internet users.
Palapa Ring Development
Palapa Ring is government’s program in telecommunication that would connect many big cities inter-island (national network) via fiber optic cable. The technology of the network is circuit switch or IP based network. The existing network mostly connects cities and island in West Indonesia, while East Indonesia has just started to build the network as a developing program. The development worked by Minister of Communication and Information is figured by the picture below.
The government is concerning some ICT projects to do. The first priority is Palapa Ring program, and then electronic education. One of Techno Park which is the 13th priority planned to be built in Institut Teknologi Telkom, Bandung. I hope Indonesia-government and its citizens-can respond the ICT evolution wisely. I wish this country will not be one of the victims caused by technology evolution.
